Strengthening The Effectiveness Of The Social Safety Net Project
Consultant for development of service delivery standards and assessment of the resources needed to observe them
The Government of the Republic of Moldova has received financing from the World Bank toward the cost of the Strengthening the Effectiveness of the Social Safety Net Project, and intends to apply part of the proceeds for consulting services.
This task aims at increasing the administrative efficiency in the delivery of social assistance. This objective is directly related to the objectives of the Strategy on reforming central public administration, which is intended to modernize public administration, optimize decision making processes and improve the management of human resources and public finance.
The project will develop standards for service delivery and the new business model for district Social Assistance Departments (SAD) covering the administration of Ajutor Social program and the Heating Allowance program at local level. These standards for service delivery will serve as an important contribution for developing the performance-based funding mechanism.
The objectives of this task contribute to an improved delivery of services by:
• Focusing on service strengthening;
• Identifying the aspects that are considered by certain clients critical in the delivery of services by/via Social Assistance Departments and in service delivery;
• Providing the flexibility required by managers to meet clients’ needs;
• Developing adequate stimuli for service delivery and maintenance of their quality;
• Monitoring and reviewing the performance of SADs with realistic standards and goals.
The key role of the Consultant is to:
• Provide effective communication, including on the relations between the MLSPF and the Consultant for methodological support in developing, legislating for and implementing service delivery standards and the new model of Ajutor Social administration, with territorial social assistance structures and other institutions involved in the achievement of project objectives.
• Closely cooperate with territorial social assistance structures to make sure that their role in developing standards for service delivery and for the business model and their contribution in this process is understood by providing information, data, recommendations, feedback, etc.
The Consultant will be employed for one year with a possible extension and will work under a full-time work program. The assignment is expected to commence in August 2012.
The Short-listing Criteria
• Qualification requirements
- Higher education in social assistance, public administration, public policies, law or other relevant fields and over 3 years of experience in the field of social protection;
- Profound understanding of service delivery and management in public sector;
- Advanced knowledge of the legislation on the administrative sector in Moldova and profound knowledge of public administration in Moldova and of the social assistance system;
- Experience in developing service delivery standards;
- Experience in assessing training needs and delivering trainings on social assistance;
- Good understanding of tools and methodology on planning, executing and monitoring activities;
- Organizational and analytic skills;
- Good knowledge of social, policy and development issues of Moldova;
- Excellent IT skills, ability to use standard packages;
- Solid interpersonal skills and capacity to work effectively with internal and external partners.
• Language requirements
Excellent verbal and narrative communication skills. Verbal and narrative fluency in Romanian and Russian, good knowledge of English.

Health Services and Social Assistance Project
Local Consultant in Information Technologies
The Government of Moldova is implementing the Health Services & Social Assistance Project, financed from an IDA Credit. The Ministry of Labour, Social Protection and Family is responsible for the implementation of the component related to the social assistance, that supports the development of a Social Assistance Automated Information System (SAAIS), that consolidates data for all social assistance cash transfers to beneficiaries. In this context, the Ministry of Labour, Social Protection and Family (MLSPF) is recruiting a Local Consultant in Information Technologies. The consultant will work in the MoLSPF.
Under the direct supervision of the MLSPF, the IT Consultant is responsible for architectural design and implementation of SAAIS in the Republic of Moldova” and related organizational reengineering processes. The SAAIS is being developed under the Health Services and Social Assistance Project.
The Consultant will fulfill the following tasks:
1. Enabling Environment
• Regular contacts with project supervisors
• Regular contacts with government officials and other stakeholders.
• Intensive team work and coordination with other core team members, both technical and administrative staff of the ministry, including specialists in the field;
• Intensive team work with institutional team members of the Ministry.
2. Internal/External Focus
• Internal: Intensive communication with core team members in terms of coordination with other project components. Intensive cooperation with project administration, including procurement officers.
• External: Project stakeholders – to ensure the relevance and quality of products to be delivered.
The assignment is expected to commence in July 2012.
The Short-listing Criteria
Qualifications Required:
Education:
• B.Sc. Information systems/Computer Science;
Experience:
• At least 3 year of experience in information systems development and implementation;
• At least one reference of implementation and development of a VBA for Microsoft Excel;
• Specific knowledge on institutional developments in general and in Moldova (at least one reference);
• Knowledge related to specific development platforms and communication systems is preferable;
Competencies:
• Extensive experience in information systems implementation with special emphasis on leading the organizational changes related to information systems implementation;
• Extensive knowledge on methodologies and standards for information systems implementation;
• Good understanding of various software architectures and database systems (including open source architectures);
• Experience with various system platforms and operating systems;
• Good understanding of the architecture of hybrid systems based on web technologies, including frameworks for asynchronous loading of content.
Language Requirements:
• Full working knowledge of English, Romanian and Russian languages.

Under the coordination of the Head of the Policy Analysis, Monitoring and Evaluation Department of the Ministry of Labour, Social Protection and Family, the Secretariat Assistant will be responsible for providing secretariat support to ensure the efficient and effective performance of the Coordinating Board for Foreign Assistance in the Labour and Social Protection Sector.

Tasks and responsibilities:

 Liaise with Ministry officials and donor representatives to ensure that the monitoring information on major projects and activities in the sector is provided in the format agreed by the Board; prepare systematic sector monitoring reports;
 Work with Ministry officials and donor representatives to collect the detailed information needed to complete the Sector Programme Document in the format already agreed by the Board, and to develop the format for the reporting of related monitoring data;
 Update the Sector Programme Document and other relevant documents as appropriate, in order to reflect changes in the strategic framework, new or expiring projects, or levels of planned expenditures;
 Assist in preparing reports and other technical documents which the Ministry will submit to the Board or its working groups;
 Co-operate with relevant Ministry officials to keep the Board’s pages on the Ministry website up to date, including the information related to the activity of sub-groups and to develop additional content for these pages as appropriate.
 Prepare draft agendas for regular Board and sub-group meetings for coordination with the Chair and Vice-chair or with the Chair of the relevant sub-group;
 Distribute meeting invitations, agendas and other documents in time;
 Maintain and update the Board/ sub-groups contact list;
 Make practical arrangements for Board and sub-group meetings (meeting place, coffee brakes, materials, equipment, etc.);
 Ensure the Chair/ Vice-Chair/ sub-groups are briefed on all agenda items;
 Attend Board and sub-group meetings, prepare minutes, coordinate with Chair/Vice-chair and distribute;
 Monitor the implementation of the recommendations proposed during the meetings;
 Prepare a draft annual report for the Board, agree with Chair/Vice-Chair and members, and distribute.

Requirements:
Applicants should have a university degree in social and other appropriate relevant disciplines and at least five years’ professional experience. The person appointed will be able to demonstrate familiarity with international development and external aid management issues, experience of working with international development partners, strong analytic skills, and the ability to communicate fluently, orally and in writing, in both English and Romanian. Knowledge of Russian will be an asset.

Experience of working with UN and other donors agencies, as well in Ministries or other central government bodies in Moldova would be an advantage.

Candidates are expected to be proficient in current office software applications.
